Unlimited Private Users
The Unlimited Private Users upgrade is available to all WordPress.com blogs that have been set to private by their owners or administrators.
When you set your blog to private, you can add up to 35 users to your access list from Settings -> Privacy. If you are running a larger blog community, you will need to purchase the upgrade in order to continue adding fellow WordPress.com users.
The upgrade is per blog and is available for purchase in the Upgrades tab of your dashboard.
Note: Even with the upgrade, any individual added to your private blog’s access list MUST have a WordPress.com account. You can invite them to create an account by sending them an invite from Users -> Invites in your blog’s dashboard.
